To use the Buff Staffs equip them and use a selfbuff (example: a Phoenix Knight can use Majesty) and you'll have a chance to buff you with them.
In olympiad games you should use a Robe Set to increase casting speed (in the case you're using magic selfbuffs) and then increasing buff chance.
